Keeping Your Bench Players in the Game

Ever watch a sport where a backup player enters a game only to perform at a level much lower than those getting the frequent playing time? Is it because that player truly is a bench player who has less talent than the ones getting the reps? Or could it have something to do with the fact that they are being asked to perform without the proper skills, coaching, or training?
